Victory Fund includes Central Nova, where no Liberal is running

The Victory Fund is specifically designed to raise funds for the to prepare for the next election, right to the riding level:

So why would the Liberals raise funds for the riding association in ?

Now I know that the web page authors are using predefined riding lists, and it is likely that no one noticed that Central Nova is on the list.

But it still stands that Liberals might be donating to the Victory Fund and directing the funds to Central Nova, when we all know that the Liberals are not running a candidate there in the next election.

So how does the money donated there help the Liberals to victory?

I can donate $1,100 to the Liberal Party, and an additional $1,100 to a riding, and still be within the contribution limits.  It is also true that money can be transferred between the riding association and the central party.  As it is, the Victory Fund website seems to be restricting the donation amount to $60 per riding.

[By the way, how does a $60 donation to a riding guarantee victory?]

So any money that goes to Central Nova could only be transferred to the central party in order to meet the goals of the Victory Fund.  Indeed, in order to satisfy the implicit contract between the donor and the Liberal Party about the use of this money, the Liberal Party must transfer the money.  Leaving it in the riding association does nothing to help the Liberal Party win a victory.

Unless, of course, the Liberals are planning to run a candidate (not likely) or use the money to help (a move that would be of dubious legality).

Either Central Nova is a battleground between the and the Liberals or it is not.  The Liberals have vacated the riding, and has not indicated that he is reneging on the agreement he made with Elizabeth May.  Since it is not a Liberal riding, and no effort will be made to make it a Liberal riding, money ought not to be collected by the Liberals using the Victory Fund on the pretense that this riding is a potential site of a Liberal victory.

Seems simple to me.
