Stephane Dion to make a decision this year

Stephane Dion is going to make a decision.  Soon.  Before Christmas:

Asked if an election might be in the cards before summer, [ house leader ] said the decision to force an election upon the minority government is for Liberal leader to make.

"The responsibility for leader of the opposition is a serious one. He has to gauge when there is an issue or a set of issues that Canadians would regard as crucial enough to bring down the government and cause a full scale national election.

"He will exercise his best judgment as to when those aspirations for change on the part of Canadians are most likely to be fulfilled -- not just a reconfiguration of the existing players in Parliament but a change in government. That means an election for a very real purpose. He'll make that judgment sometime this year," said Goodale.

Sometime this year?  Does that mean an election sometime this year?  Or that Stephane Dion will make a decision that might mean not having an election, and that decision will come sometime this year.

Clearly from the reading of Goodale's statement, he means the latter.

Is the Liberal Party girding itself up for another mass abstention over the immigration bill?  How many in the Liberal caucus can tolerate yet another abstention while Stephane Dion makes a decision "sometime this year"?
