The fourth charge against former Liberal MP Blair Wilson under investigation by Elections Canada focuses on a mass mailing effort using Canada Post:
Canada Post: The brochures described in point 3b above were distributed to every home in the electoral district by Canada Post just prior to election day. An email from Elizabeth Wood (her email has been removed in the printed version) shows the original plan to distribute 58,800 brochers. She states that it was done by Canada Post. At Canada Post's bulk unaddressed admail rate of $0.103 a piece (as it was in early 2006) this would have come to $6,056.40 plus applicable taxes. The only payment to Canada Post in Mr Wilson's return is dated December 16, 2005 for $19.93. That this delivery happened in incontrovertible. Tens of thousands of people received it at their doors and Canada Post will have records of its delivery.
