We hear from Liberal sources that at a meeting with Quebec Liberals in the aftermath of the Outremount by-election loss, Jamie Carroll responded to demands that more Quebecers be included in Stephane Dion's inner circle. Jamie Carroll is the Liberal Party's National Director and a close supporter and advisor of Liberal Stephane Dion.
Jamie Carroll's response: If I hire more Quebecers, will I also have to hire more Chinese?
A Liberal blogger has had enough and wants Stephane Dion to slap Jamie Carroll down.
Meanwhile I am amazed at just how eager Quebec Liberals are to make sure that any misstep by Stephane Dion or his inner circle is made known to the press.
Update #1: The president of the Quebec wing of the Liberal Party of Canada, Robert Fragasso, is demanding that Jamie Carroll remove himself as national director.

The wheels continue to come off Stephane Dion's Liberal Party bus. Now a Liberal blogger wants Stephane Dion to denounce Liberal Party National Director Jamie Carroll:
Jamie Carroll, national director of the LPC and supporter of Stephane Dion, asked liberals from Quebec who were requesting that more quebecers be included in the party headquarters and the Office of the Loyal Opposition whether he should hire more people of Chinese origin (read here and here). This is completely inappropriate. Either Mr. Carroll is equating Chinese people with Quebecers in the context of Canadian politics or he is adopting a narrow conception of the Canadian experience - why couldn't one be a Quebecer with chinese origins? Even if this is a joke, Mr. Dion must declare that it is a bad one and must denounce Mr. Carroll's poor taste in humour and poor grasp of Canadian politics.
Some people never learn, do they? Of course, Mr. Carroll was also the person who publicly accused other former Liberal leadership candidates of plotting against Mr. Dion.
Souvereignists and conservative quebec nationalists are going to be quite pleased to read this. If I'm Gilles Duceppe, I'm saving this press clipping for the leaders' debates. It would good for Mr. Dion to react swiftly and avoid giving this story any traction.
When Jason Cherniak tried to defend Stephane Dion over the Douglas Jung gaffe, he did so by trying to establish that Conservative Douglas Jung was not Chinese enough to be considered Canada's first Chinese-Canadian member of parliament, an honour Stephane Dion mistakenly awarded to Liberal MP Arthur Lee. It was so embarrassing that a Dion spokesperson took pains to explain to the Chinese-language media that Jason Cherniak did not speak on behalf of the Liberal Party.
That's fine. Jason Cherniak was blogging.
But Jamie Carroll was speaking in his role as national director, and he was speaking to other Liberals in a Liberal Party meeting. It was a private meeting, but four individuals at the meeting told Marco Fortier of Le Journal about Carroll's comments.
There were only ten people at the meeting.
Still think I'm nuts to think that even before the by-election loss in Outremont, the Quebec wing of the Liberal Party has been in full revolt against Stephane Dion? Someone close to Dion says something stupid in a closed meeting, and nearly half of the Quebec Liberals present are only too happy to let the press know all about it. Amazing.
But back to the Chinese question. Just what was Jamie Carroll trying to say? That Quebecers are a sort of cultural minority in Canada like, say, Chinese-Canadians?
Stephen Harper and the Conservatives presented and passed a motion recognizing Quebecers as a nation within a united Canada.
Clearly this is not the way Stephane Dion's people perceive Canada and Quebec's place in it.
The Anonymous MP: It is interesting that immediately after Stephane Dion and the Liberals were pummelled in Outremont, one MP said Stephane Dion's inner circle would have to pay a price:
One anonymous Liberal MP pointed out to the Canadian Press that the Liberals' current seat count in Quebec -- 12 of 75 -- is the lowest since Confederation.
"There are going to have to be changes in the leader's entourage," said the MP.
So we know it is likely that at least member of the Liberal Party caucus is using this incident right now to push for some sort of action on Jamie Carroll.

I think I know what this is all about.
I suspect that Mr. Carroll was complaining about the Quebec Liberals wanting positions in the party HQ -- solely because they were from Quebec.
The analogy that he used could certainly be considered culturally insensitive, but the point he was trying to make would still be valid: that Quebec Liberals shouldn't assume they're entitled to positions of authority just because they're from Quebec. To hire a Chinese Canadian, on the basis of race, would make just as much sense.
As a Canadian-born Chinese, I can say I wasn't particularly offended by Mr. Carroll's remarks as reported. But then againk I'm a Tory.

While I too enjoy watching the Liberals twist in the wind, I can't help but think that there isn't some Chinese proverb about enjoying the travails of one's opponent too much to the point that those same ills befall you. I mean, the Liberals enjoyed watching the Conservatives implode for so long, now look at them.

One may remember that in former days, French-Canadians have been called "the Chinese of the Eastern States" by our friends to the South. (http://wquercus.com/acadie/wright/wright.htm). That comparison was not so far away from the reality at that time. Jamie Carroll should keep that one for next time everybody comes to Montreal with that giant Canadian flag, eh ?

Setting the record straight:[Steve Janke] claims that Stéphane Dion referred to Liberal MP Arthur Lee as "the first Chinese Canadian Member of Parliament" and that this was some sort of horrible refusal to recognize PC MP Douglas Jung. At first, I thought he might have a point (if overly exaggerated). However, if you watch the video that Janke posts on his site, you will learn that Dion did no such thing! In fact, he referred to Mr. Lee as the "first MP of Chinese origin".If you read Mr. Jung's biography, you will immediately learn that he was "born in Victoria, British Columbia". At the very least, it is debatable whether this constitutes "Chinese origin".Debatable as to whether this constitutes Chinese origin. So that means questioning whether Douglas Jung, who is clearly of Chinese ancestry (his parents were born in China), ranks as someone whose origins in China are strong enough to count as the first MP...nah, I think I got it right.
Of course, the real joke is that Liberal Arthur Lee was born in Alberta, and so the whole debate suddenly became unimportant.
The official Liberal Party reaction?But Liberal blogger Jason Cherniak disagreed with Janke on his blog, saying that Douglas Jung was born in Victoria, British Columbia. "At the very least, it is debatable whether this constitutes 'Chinese origin'," said Cherniak. But Cherniak afterwards made an apology, stating that Arthur Lee was born in Alberta. Cherniak says on his blog that he is Dion's blog campaign co-chair and president of Richmond Hill Federal Liberal Riding Association. Dion's press secretary said that Cherniak is an independent blogger and does not speak for the Liberal Party.The funny thing is that the quotes I'm using come from Jason Cherniak's blog and the newspaper Sing Tao. Perhaps I'm interpreting those two sources incorrectly. Please correct my representation of the words. This is a good faith effort to make sure that the meaning of these statements is reproduced accurately.

It is fairly obvious that the Liberal Party of Canada does not do well in Opposition. With no tax payers to fleece, no patronage appointments to hand out, no cabinet positions to assign, etc., there is no way to keep the troops in line and no way to punish those who misbehave. As we all know, most Liberals don't donate to their party and not many seem to volunteer so they will be hard pressed to fund the necessary paid workers needed to run any future election. If their vote totals in the next election are anything like their Quebec byelection results the party will soon be bankrupt and we will face the possibility of the NDP as official opposition and a potential future Government. Lets hope the Liberals learn to function in opposition before an NDP official opposition become a reality.

Perhaps Mr. Carroll should focus on hiring Liberals? One might almost conclude by his remarks that liberals are in short supply, a disappearing minority, or excluded from the job description.

If that is what he was trying to say, then what of it? It is, after all, the truth. Is that not why there is an affirmative-action program in the federal civil service, which seeks to ensure an over-representation (by a huge margin) of Quebecois?
