In our house an apology has two parts:
1. Expressing regret for what transpired (I'm sorry that...)
2. Asking forgiveness from the one who was harmed (Please forgive me for...)
Everyone thinks it stops at #1, but the true apology comes through with #2.
I have only heard of this happening once in politics. Jeff Watson (CPC MP - Essex) was at an all candidates meeting in the last election. Susan Whelan was upset about comments Watson made about her not going to a remote part of the riding (an island that is only accessable by air in the winter). The accusation turned out to be false and Watson used his opening remarks to express regret over the comments and ask forgiveness from his opponent. As I heard it, Whelan was speechless and stumple out an "...uh...OK...sure". Watson went on to win the election. That is the power of humility.
